General Purpose:
The Control Systems Engineer is responsible for upkeep, maintenance, and ongoing upgrades of all Operational Technology (OT) components of the Cherokee Metropolitan District (CMD) systems. CMD provides water and wastewater services to over 25,000 people and operates a wide range of equipment across a broad geographic area. The Control Systems Engineer works with the water and wastewater operations and maintenance teams to keep the system in working order and deliver critical utilities to customers. The position reports to the District Engineer and oversees a Control Systems Technician and collaborates with the rest of the CMD team to fulfill the District’s mission.
Essential Functions (not all-inclusive):
- Serve as OT system administrator, including analysis of SCADA system logs, maintaining an update schedule, and auditing access to the system.
- Respond to after-hour requests for assistance from operators or system alarms related to SCADA.
- Design, install, maintain, troubleshoot, and update control system hardware, firmware, and software.
- Design, maintain, troubleshoot, and repair other electrical, communication, computer, mechanical, and hydraulic systems.
- Train CMD team members on use and operation of SCADA.
- Maintain and enhance the District’s cybersecurity.
- Collaborate with external vendors and partners including the Department of Defense to maintain system function and security.
- Coordinate with the IT Contractor to solve device/networking issues.
- Calibrate instrumentation, including loop checking instrument & control loops associated with various water and wastewater processes.
- Supervise and supply work direction with Control Systems Technician as well as providing OTJ training.
- Develop and supervise operational and capital budgets relating to OT systems.
- Ability to apply for and obtain contractor access permissions to military bases with CMD support.
- Other duties as assigned.
Knowledge, Ability, Skills:
- Ability to interpret engineer drawings, schematics, P&ID diagrams.
- Ability to safely use various electronic test and troubleshooting equipment.
- Understanding of electrical systems up to 750VAC and ability to work under the recommended safe work practices of NFPA 70E and 29 CFR 1910 Subpart S.
- Strong aptitude for mathematics and troubleshooting.
- Use of basic hand and power tools.
- PLC programming.
- Basic understanding of IT and OT networks and cyber security best practices.
- Database management.
- Comfortable climbing structures such as water tanks and radio towers to perform maintenance.
- Experience calibrating telemetry and communication equipment.
- Strong written and oral communication.
Education, Experience and Formal Training:
Licenses or Certifications:
- Valid driver’s license with good driving record.
- Proof of U.S. Citizenship.
- Basic/entry level OCPO certifications in Water Treatment and/or Wastewater Treatment are desirable but not required.
Working Environment/Physical Demands:
With PPE provided, environmental factors may include exposure to weather conditions; loud noise; high humidity; odors; confined spaces; poor air quality; bio-hazardous aerosols; hazardous chemicals; rotating equipment; open tanks; electrical equipment and tripping hazards.
Physical activities can include heavy lifting; walking long distances; climbing and descending stairs, ladders, and steep terrain; using hand tools, power tools, lawn care equipment, and snow removal equipment; operating District vehicles and heavy equipment.
